The European Social Rights Committee has condemned Slovenia for not have protected the interests of the occupants of properties nationalised in the Communist era sufficiently against the claims of the properties' original owners in the wake of independence. This decision is based notably on the right to housing that is recognised by Article 31 of the Revised Social Charter. In its reasoning, the Committee implicitly makes use of the standstill rule. Its decision, moreover, is in line with the European Court of Human Rights' case law in the area of transitioning to democracy.
